Proposal Approval 

Prior to the preparation and submission of a proposal for submission, the Saint Paul’s College Transmittal form for Proposal review and Approval must be completed and submitted to the Office of Sponsored and Federal Programs. This form will provide members of the Executive Council information on the specific name of research, instructional activities,  service activities proposed, and College commitments. The form may be obtained from the Office of Sponsored and Federal Programs or 5 8 on-line.

Salary

External funds to pay salaries

Grants to Saint Paul’s College are accepted if consistent with the College’s educational objectives. Therefore, it is not the College’s policy to accept grant funding that would require faculty effort to exceed a regular full-time load. For this cause, the College will not normally accept grant funding that would increase an employee’s total compensation for the academic year beyond the agreed upon full time salary. (See Indirect Cost compensation that follows.)

Method of Salary Calculation

The regular responsibilities of Saint Paul’s College faculty include scholarship as well as teaching and course development. To accommodate these responsibilities, Saint Paul’s College faculty who teach three courses in a given semester are also deemed to receive three hours (or the equivalent of one course) released time in that semester, to accomplish his/her scholarly work. For this reason, with the agreement of the Department Chairperson and Provost /Vice President of Academic Affairs, a faculty member may devote up to 25% of his or her time to sponsored research or other sponsored projects during a given semester, and document this potion of time as a College-funded contribution to the project. This amount of time represents the College’s regular expectation of scholarly work on the part of the faculty, and will not result in additional reduction of the number of courses taught.

Grant Funds for Released time

The primary mission of Saint Paul’s College is teaching. Grant funds are accepted to provide released time that would reduce a faculty member’s teaching load only in very unusual circumstances. These circumstances must directly serve the College’s educational mission. All related arrangements must be approved by the appropriate Department Chairperson and Provost/Vice President for Academic Affairs, before a grant proposal is submitted. In all cases, a reduction in teaching load will only be approved on a short-term basis.

Standards for Summer Salary

The normal practice of Saint Paul’s College is that faculty summer salaries be limited to two-ninths of academic year salary. This information is established by the National Science Foundation and other major federal agencies. Total compensation to a faculty member for summer work will not exceed three-ninths of the faculty member’s academic year salary.

Fringe Benefits

It is the policy of Saint Paul’s College that where salaries are paid with external funding, corresponding fringe benefits should be paid by the same funding source. Exceptions to this policy must be made with prior approval of the Vice President for Financial Affairs.

Indirect Costs

Indirect or overhead costs are awarded to compensate the College for general but real operating expenditures, such as heat, electricity, and accounting services. As an incentive for proposal writing, for each funded proposal with indirect cost, the College will compensate the faculty member 3.5% of the proposal Indirect Cost. 

Periodically the College negotiates a federal indirect cost reimbursement rate with the U. S. Department of Health and Human Services. Faculty who are preparing proposals should contact the Office of Foundation, Corporate and Government Relations to verify this rate.

Per Diem

A specific amount of money that SPC allows an individual to spend per day, to cover living and traveling expenses in connection with work.

Breakfast        $8.00

Lunch             $9.00

Dinner            $16.00

Gas Mileage 28 cents per mile

Research Involving Human Subjects      Protection of Human Subjects from Research Risks

All Proposals for research that involve human subjects must be submitted to the Institutional Research Committee by the time the proposal is submitted to the funding agency. The Institutional Research Committee is convened by Dr. Sunday A. Adesuyi.

Research Involving Animal Subjects

All proposals for research that involve animal subjects must be submitted to the Institutional research Committee by the time the proposal is submitted to the funding agency. The Institutional research Committee is convened by Dr. Sunday A. Adesuyi.
